Oscuros. It's a complete overhaul while Francescos just adds new weapons, enemies, etc.
Oscuros is a complete gameplay overhaul with different damage, new features, economy, and stuff to do.

Use FCOM. It's a merge of both of those mods and others. Know that some features for each will be removed though.

I would just stick with Oscuros, FCOM takes away the best features from BOTH mods so don't go that route.

Personally, I love FCOM.
And with Wrye Bash you have some flexibility about which specific features you want from each of Francesco's, Martigen's Monster Mod, Oscuro's Oblivion Overhaul and Warcry.
You have to be quite careful with the installation order if you are going with FCOM, so it is not exactly easy to, say install Francesco's and MMM, then later decide to add FCOM.
If you want to install FCOM, it's better to install them all at the same time, so you can use the proper installation order.
